Any idea please?

I have been waiting in anticipation for the past 5 months since moving into my new home for this bush to do something! !
It has these fern like leaves but no flowers 😕

    It could be a variety of artemisia.
    Dordogne and Norfolk. Clay in Dordogne, sandy in Norfolk.

    Need to see a bit more of it. Is it woody around the base? It could be a tree peony.

    It does look like artemisia. They do flower but they are grown mainly for the silvery leaves.

    That's this one https://www.rhs.org.uk/Plants/1625/i-Artemisia-absinthium-i/Details @josusa47 and absinthe is banned in France thanks to its habit of frying brains.
