A decent pair of pliers will grip the wire for you to pull it through the vine eyes. If you haven't found tensioners you can use the pliers to pull the wire taught and twist it round. If you google "wire tensioner" you will see the kind of thing I mean. Loop on one end and a hook on the other and screw bolts in between that you turn to tighten the wires.
Don't underestimate the weight and bulk of a mature clematis.

Tread with caution. The fence does not belong to you. A paranoid friend objected when her new fence had stuff attached to it by her neighbours. (Completely over the top in my opinion but at the time she was stressed and having treatment for cancer....so maybe understandable) It turned seriously ugly...ending up with solicitors letters and the neighbours eventually moving because they felt they could not even sit and relax in their own garden any longer.
Fences certainly can be tricky when they are a shared boundary, so @Obelixx was correct in suggesting a word with the neighbours. It would be a shame if you had those mature clems growing away nicely, and then had to remove them. If you're worried, it's worth thinking about a separate support. The montana will become huge and heavy, as already said. I also agree that the plastic netting isn't any good. Can you put the two trellis panels together for the avalanche clem? That should give you a decent amount of space for it. They can be container grown, so don't get massive. How long is the fence run? Is there actually enough room for both of them?
It's a place where beautiful isn't enough of a word....
