Mushy, ponding lawn

Whenever it rains, puddles sit on top of my lawn and it takes more than a few dry days for my grass to dry out.  I tried aerating it with a garden fork today but kept hitting what seems like rusty coloured gravel stones which stopped the fork going right in.  The lawn was laid when the house was built about 40 years ago.  It wasn't a problem previously but in the last few years has got slowly worse. Is it normal for those types if stknes to be so close yo the top of the ground ?

    I'm wondering if it's not so much the stones rising to the surface, as much as the lawn slowly sinking due to the weather we've experienced over the last few years.
    Our house was built 31 years ago and there were hundreds of those stones where the plot was a run for the dumper trucks. The developer laid turf over literally 3" of topsoil in some places.

    I hate to tell you this, but we ended up getting up the turf, raking up as many stones as possible and getting a load of topsoil and relaying the lawn. If it's only bad in one or two places, it might be possible just to concentrate on those perhaps.
    There are several lawn experts on here that may be able to advise. 
    I still come across the odd stone in the flower beds !
