Best time to renovate garden pond

When is the best time to renovate a garden pond without impacting too much on the incumbent wildlife living in it?  I want to get rid of the invading water mint, scale back the water iris and introduce more variety of water plants (I literally only have water mint and water iris in it as it took over, which has squeezed out everything else).  There are frogs, no newts (or never seen one), and various bugs of different descriptions, although haven't seen a dragonfly for several years.

The pond was relatively shaded until next-door neighbour decided to pull down the tree in his garden which means in mid-summer it is now in full sun for about 3/4 hours on a cloudless day.  At the moment, because of all the pond water mint, the actual water stays shaded.  

In terms of water quality.  When I first put it in about 9 years ago, I had to use barley straw bales to keep the algae down.  I haven't had to do that for at least 5 years and the water keeps itself clear suggesting to me everything is in balance.  I top up the water from rainwater from water butts but will resort to tap water which has been treated with de-chlorinator if the rainwater butts run dry.

    That's going to be chilly.  :# What about the frogs that I understand overwinter at the bottom of the pond.  Is that likely going to be an issue.

    Usual advice when considering amphibians is Autumn. Most larva will have left, adult animals are active enough to be put in buckets for a few hours if disturbed.
