Identify this plant - variegated

Can anyone identify this plant for a friend.     



She has been told to 'get rid' as told it is invasive problem.  The plant on the right seems to have sent out a runner (?) to form the younger plant on the left.  But really not sure if they are the same plant.   Thank you.

    Goat willow? The distance photos look like it, the close up leaf I'm not so sure, but it's a pain.
  • The problem with poplars is that if you cut down the main tree it can shock the plant into sending suckers in all directions. I have seen this dealt with in the Savill Garden, where they removed the main tree and then drilled holes in the stump every 2 inches around its circumference and inserted a pellet containing (I believe) a herbicide. This was taken down by the tree and absorbed by the suckers. I have a similar problem with Populus tremula in woodland and have tried and failed to find this method of poplar control.
