I've covered my concrete with 20mm slate chippings. You only need a fairly thin layer, and as it lies flat, it doesn't move underfoot so no trip hazard. Resin bonded chippings would be even better and you have a very good base for it.

You don't have much depth to work with before you hit what looks like the damp-proof course, so slabs on top may not work (the concrete may already be too high as I think there should be 150mm between top of concrete and DPC.) Outdoor tiles are thinner but will cost from £40 per square metre upwards. If the original concrete has been levelled well, they wouldn't need a very think layer of grout though.
A trowel in the hand is worth a thousand lost under a bush.
