Rooting roses in water

I'm trying to root rose  cuttings in only water. They have been in water now for approx 2.5 weeks. They have started to produce new leaf shoots. The node below the water level where the new roots should be produced only have a small nodule that looks like it may be the start of the root. Is it normal / ok for the cutting to produce new leaf shoots before the root is established? When should the cuttings be transferred into soil / how long should the roots be?

    You'll need to wait till you have several roots and each a couple of inches long but that looks like a good start.   Make sure you change the water regularly to keep it fresh.
