  It looks almost, but not quite, like Himalayan balsam.  Maybe you've discovered a new, spontaneous mutant?

  I would also guess at clarkia, possibly a double form of C. elegens.

  After checking pics of Clarkia ,i think you are dead right thank you. I'll try taking seed .
