What's wrong with my berberis??

My berberis looks very sick! A lot of it is just wood and where it is green is slowly going brown. Any ideas what's wrong and what I should do please?

    looks more like chaenomeles .
    Too dry?

    Mine is full of what appears to be mould - any ideas please.

    Google “ Berberis sawfly” to see if the damage on yours is the same.  Mine get eaten every year and I read about this little critter only a few weeks ago.
