Standard rose - sucker?

I have a standard rose and there is a lot of new growth but only to one side. I’m thinking it could be a sucker? It doesnt have any buds on it but there are plenty of buds elsewhere on other branches.

What should I do as the windy weather is making this really long branch quite fragile and I don’t want it to snap off completely. Shall I cut it back? Cut it off completely? Leave as it is?

    I don’t think they’re  suckers, just rather long new growth. I would cut them back hard, to about three dormant buds from the base of each ... this should should stimulate the growth of new sideshoots which will hear flowers next year if not this. 

    Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.
