  no its a tree, anything can look like a shrub if its pruned often enough I have one of these and I love it!

  I did add a correction to my post last June..
  
  ....."I stand corrected found Hoheria sexstylosa tree pics!"
  But would still like to see close up pics."
  
  I also grew Hoheria ..including Hoheria sexstylosa "Stardust" at the time it was a wonderful multi stemmed shrub.
