Seeding a lawn

How would you go about seeding a lawn with this soil in a new build property? Am I right in thinking that the soil looks good enough to seed once rotivated?

    Superficially it looks OK but it may just be that the builders have dumped some top soil on the plot to hide horrors below.  Rather than rotavate I would do some exploratory hole digging to see what's underneath.  This could range from compacted soil which roots will find hard to penetrate, subsoil with  no organic matter that will not grow healthy plants and make drainage difficult, rubble, plastic.......

    As for sowing a new lawn, the best times of year to do this are April and September so you have time to do the soil prep.  Have a read of this guidance from the RHS - https://www.rhs.org.uk/advice/profile?pid=424

    Looking at the location of the hose, near open fields, the soil could either be extremely good, or extremely bad!
    As @Obelixx says- it would be worth having a look in various parts before going ahead with all the prep. It also depends how fussy you are about the grass too. 
    It's possible to sow grass at this time of year too-  but it depends on your local climate and conditions. I could do it here, but it might be very different in the south east of England.
    It's a place where beautiful isn't enough of a word....
