Hoheria not flowering

I have two hoheria 's in my garden. The smaller hoheria sexstylosa snow white is flowering beautifully but the mature hoheria populnea is not flowering at all and I have never seen it flower the the bark does peel does anyone know why it does not flower?

    I hope someone can offer you advice, and it sounds like you have a sheltered garden. Sometimes, shrubs and trees will not flower when their roots are stressed and too dry. I wonder if the recent years of dry weather have caused that. 

    There are a few trees that are unreliable with flowering in this country because the summer temperatures are just not hot enough. This could be another reason.

    From what I have read, Hoheria Sexstylosa trees are more popular in the UK because they are the most reliably hardy. Could be the reason they flower more consistently. But just a guess to be honest.
