White spots and dying mint plant

Hi,
Does anyone know what’s happened to my mint plant? All leaves looked like this and are then turning brown and dying but there were no red spots under the leaves like mint rust. There are also a lot of small flies that seem to have made my mint their home, could this be damage from them nibbling on the leaves??
The plant was beyond helping, it looked so sad so I’ve cut it down to the base, covered with fresh compost and watered for now but this is the second time this has happened so I want to be prepared and hopefully avoid it happening to the new shoots if possible.
