Flower help?

I bought a packet of Johnson’s seeds a while back. It’s was a bumble bee friendly mixture so I’m not sure what flower it is (picture above). They’ve grown but I’ve just noticed this morning a couple of stems have this white/grey blobs on it (picture below). Can anyone tell what this is? Is it safe to cut off or am I best just leaving it alone?

    The plant is from the brassica family ... could be  Charlock or a mustard or oilseed rape or similar ... the insects are aphids ... food for birds and insects such as ladybirds, lacewings, hoverflies etc.  

    Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.
