Novice help to replace a flower bed

Hi all.  I have a flower bed at the front of our house which has a large pampas grass and a few other things which are all fairly unattractive.  I plan to clear the whole bed and start again.  I'd really appreciate some advice on what to plant.  I'm looking for things which aren't too expensive, which don't need too much looking after and are fairly big as I need to fill the space and the plants block out some noise from the road.  Image below.  Thanks in advance :-)

    I like the tree. Maybe you could keep it  but getting the pampas grass out will be a a big job and might damage the tree.

    Thanks.  May not be clear on the photo, but the tree is on the other side of the wall/railing and will be kept.  I know getting the pampas out is a nightmare, but I really dislike it...
