Leafminer problem

Hi all! I’m at a loss to know what has caused this overwhelming infestation of Leafminer bugs. It’s on my Lupins, cornflowers, leucanthemum, and many more plants!! Ants are now swarming over the plants to eat these pesky blighters!! I’ve sprayed the leaves with white vinegar, water and washing up liquid but the ants are still going mad! Any advice?? Thanks folks....I don’t think the leucanthemum will open it’s flowers as it looks so exhausted!!😔
