Advice needed with Fargesia rufa bamboo

I've bought 3 Fargesia rufa plants online and when they arrived they was in 9cm pots and the roots was sticking out the bottom of the pots and I noticed the stems where yellow and there's a lot of white on the stems and a few orange/brown bugs. So my plan is to repot them in 17.5cm pots with john innes no 3 but what is causing the stems to be yellow and how do I get rid of the bugs.
