Advice on newly received croton plant, please

I've just received a set of 3 croton plants through the post. They were really poorly packed and one had fallen completely out of its pot. It seems to have been planted in a mini-pot inside the grey pot. Is this normal and should I just leave it and replant as it is? I think it would cause a lot of damage to the roots to remove the mini-pot.
