Definitely looks like dark mullein. Mine was covered in some kind of bugs last year but nothing has come up this year.
It’s biennial so unless it set and dropped seeds that’s it.
That's what I thought when I first got the seeds, however, for several years it's behaved like a perennial. I was very surprised when I was doing the spring clean up, pulled off the dead leaves and found new ones growing.
