Help with plant ID please.

Can anyone tell me what this is? I can’t find it in any book or website and even my app has failed! Nothing really seems to match it.

    Thanks so much, it does have hairs like that - never seems to grow though!

    I always think it's an underrated plant, it's not "in your face" but it seems to set off the plants around it in an understated way.
    I have a couple, one in part shade and the other in full sun, and they both seem happy. Have you had it very long ? It looks like quite a young plant.

    It’s popped up in a mandala garden I’ve created, so using no-dig permaculture methods. It’s unlikely to have been there before as it was just lawn so I’m stumped!
