Something is eating my runners,

I have slug pellets down, no signs of slim traces, can't see any caterpillars or little bugs. I was thinking Green shield bugs as I saw one near the garden. I have sprayed with soapy water and still they are being eaten.

    I suspect that may be adult vine weevil damage ... they nibble the edges of leaves like that, taking small chunks out of them. 
    Go out after dark with a torch and see if there’s any about.

    I've never heard of them. But does seem to happen at night. Thank you. If it is how would I go about stopping it

    Squash them, you dont want them, they leave nasty little grubs in pots that overwinter the roots and kill your plants.  I had something similar last year, and it was a leaf cutter bee, I watched him/her do it.
