Are these Rose suckers?

Hi. I have had this rosh bush about 3 years now. I keep looking at the new shoots and wondering if they're suckers. Can anyone help? I don't think they come from beneath the soil, I cant tell at the moment as its pouring with rain. I dont want to cut them in case they new shoots, but something is telling me they're suckers. 0
