Hollyhocks produce hundreds of seeds so I expect the natural failure rate is high. I know young plants hate to be too wet and it's best to let them dry out quite a lot between waterings. I forgot about a tray of 12 modules with 3 to 4" high plants in them and despite the fact they looked almost dead, they revived after a soak, so I would make sure you err on the dry side when germinating and growing-on.
A trowel in the hand is worth a thousand lost under a bush.
