powdery mildew?

Hello I received this honeysuckle from the RHS and it has white residue on stems leaves and flowers. Is this powdery mildew or could it be water residue?

    Could you get images that are more in focus?  Could be either or liquid fertilizer residue, impossible to tell from those pictures.

    I'll try tomorrow. Only got the camera on my phone though.

    That's fine.. maybe take the plant outside with natural light, and make sure you tough your screen where the leaf is showing on your camera app.. then click the button.  It should help to focus it on that specific area.
