Shrubs for a raised border

Hi there

I've got 2 new raised bed borders (each one is 3.6m long x 85cm deep) and want to plant a mixture of cottage garden perennials with some evergreen shrubs for winter interest.

I'm struggling to find smaller evergreen shrubs that I think will work as I don't want anything that grows too wide or bushy and takes up a lot of the bed. They also need to be no taller than 1.3m so they don't go above the fence.

Any suggestions?

    If it's a sunny spot an upright rosemary would be easy to keep small.
    There are small hebes and euonymous that could be kept small.
    Box topiary might be too formal for a cottage garden

    Lots of lovely Pittosporums.  Can be clipped or left more free-form.

    Japanese holly, pruned in the 'cloud' style?  That would look lovely in the winter.

    Osmanthus heterophyllus variegatus is a lovely holly-like domed evergreen in green/cream/pink colourways and can be clipped to shape.
