Two year old phlomis Russelliana not flowering

I’ve had this two years and still no flowers - lots of huge leaves. Planted in an west facing border and gets around 6 hours of sunlight. In Scotland ....lots of light as by the sea.

    Might need more sun.  I had this in my last gadren planted in full sun and it flowered its socks off.  A friend planted hers in shade and it grew very tall and lush but didn't flower.
    Vendée - 20kms from Atlantic coast.

    I planted some out 2 years ago, grown from  seed. This year some are covered in flowers, but some: none at all.

    @Hosatfan now where did we get those seeds from😀. Mine are in flower now, going over a bit now, in my north front garden. Seem to like the shade.

    When out with a special friend. 
    Mine are ( mostly ) looking at their best now. All in full sun.

    1st photo 3 clumps in flower, 2nd photo , one clump in flower , 2 not. 
    All seeds sown at the same time and all planted out on the same day

    Tomato or rose feed will stimulate flowers.

    I moved a lot of mine 2 years ago and they are east facing so in shade all afternoon and are very happy.  I have had then not flower well in previous years but I wondered if they had got way too congested and I hadn't been brutal enough cutting them back.  When mine were in more sunshine and a dryer bed they would flop on a hot day so I'm glad they like it where they are now.  I would say shade is def fine.
