Tree peony

My tree peony hasn’t flowered this year which is really disappointing. I have another Bush one near it that is full of flower so don’t know what the problem easy. There’s no sign of any buds either? 
Any suggestions welcome?

    I have several and none of them have performed as well as last year.  I put it down to the droughts we had here.  Tree peonies and many other shrubs are reliant on getting plenty of rain during the summer and autumn as this is when they are developing the beginnings of flower buds for the coming spring.  All you can really do is ensure that they get plenty of water in any unusually dry periods.
    A trowel in the hand is worth a thousand lost under a bush.
