Grass seed not germinating

Im having a problem with an area I reseeded recently. 21 days ago I removed the grass from this area, dug over and raked the soil and seeded using a spreader as per instructions on seed packet.
Some areas have grown well but others are just patches of ground with no real signs of germination. The grass that has grown is around 8cm long.
Do you think I should leave it a while yet to see if it fills in or should I rake and reseed the bare areas. I should add it was about 12 days before there were any signs of germination at all and I have watered the seed twice a day, morning and night, since it was down. I have a feeling the birds have been at the seed.
