I think you'd need to concrete it into some kind of foundation, but someone else might have a better idea. Whatever, leave enough space for some airflow and to pull out weeds that will get into the gap.

How is the fence constructed if there are no posts? If you want to prevent soil touching timber, it's best to line the timber with plastic of some kind. Pond liner is good, and relatively inexpensive, but it depends on the size of the area needing done. You can staple it on.
