White fungus on apple tree

We have a large apple tree which has previously been significantly cut back.  White 'mould' has appeared on some of the cuts.  I cant see anything on the leaves, although there are no remaining lower branches so they are pretty high. Does anyone know what it could be and how to treat it?

    The white fluffy stuff is woolly aphid and can be scrubbed-off with a stiff brush - a bucket of slightly soapy water can help.

    Or brush with methylated spirits.  Cuts through the waxy coating.  I did this to a heavy infestation many years ago and I haven't seen them since.
