Rose bush identity and possible disease

we are struggling to work out what is happening with this rosebush and need some help please...thanks in advance

    looks like " balling" caused by rain on young buds

    Hi thanks for your comment but this bush has always done this even when it was hot last week, we are at a loss also leaves have black spots on them... the buds never fully flower and dry out, we have tried watering the base of the bush thinking that might be the issue... used a pesticide last year aswell
