As you can see, all of the bottom of the plants is yellow. When I checked this morning, they looked very papery and completely dead at the base. They're still flowering a bit at the top. Do you think they could possibly be saved?

Yes - far too many. About a dozen would be enough in that - and plenty of food and hearty soil. I grow about 9 to 12 plants in a 15 to 18 inch pot. Soil in the bottom and good compost above. Slow release food, then tomato feeds later on.
I think those are probably spent now, but you could cut out some at the base, then soak the pot until it's completely dampened, then feed with tomato food every week. You might get some more flowers for a while, Remember to keep deadheading to encourage more flowers too.
