    You have to trim any of those at least annually,  If you don't and they get too big, if you cut back into brown wood, they will not resprout. Trimming little and often  is the secret.  I would not replant in the summer. the best  time is to plant in Autumn, so they get time to setlle in before the heat of summer. Even so, the first summer they will need a good root soaking once a week or so.
