Tree infestation with white sticky growth

I have a white sticky growth on my young Dogwood tree and wondered if it is going to damage the tree and if so how can I remove it. I have tried a spray and scraping it off but very difficult

    The pic isn't good enough, but it looks like scale insects.
    If you get them quick enough, you can usually scrape/scrub them off with a brush, but if that'snot possible, you can dab them with meths on a cotton bud.
    It's a place where beautiful isn't enough of a word....



    I live in west central Scotland - not where that photo is...
