What's happened to my skimmia?

I was just about to underplant my skimmia with a lamium I bought yesterday when I noticed this. It has spread up the inside of the plant and even onto a neighbouring one a little. I've never had anything like this so would really appreciate any help. What is it? Is it serious? How do I fix it?

    Scale insects. You can scrub them off with a brush.
    It's a place where beautiful isn't enough of a word....

    Thank you. Do I need to wash them off with anything? Or just a dry brush?

    Whatever works!
    They can be stubborn though.
    If you still can't shift them ,you can apply a little meths on a cotton bud. 
    There's been a huge amount of people this year with them on various plants so you're not alone. 
    It's a place where beautiful isn't enough of a word....

    I would suggest Meths on a paint brush for that lot. 
    Gardening on the wild, windy west side of Dartmoor.
