Rose not looking good

Earlier this year I cut my rose right back. It’s regrown since to this but now seems to have stopped. The leaves are going yellow/crunchy and there are these black tips. It recently had aphids again which I’ve been picking off/removing with a soapy water solution. Will my rose continue to grow this year?
