If they are that dried up, it's best to prune them back a bit. The damage may just be the smaller branches and tips. As mentioned by others, continue to water them regardless. If no new growth in the next few months, it's had it. You said they were in poor condition already, so it's very likely they were not watered properly or cared for well before they got to you.
Lyn, I think you should post a photo of the shrub so it's easier to know what's best. It does sound like it's had a really harsh prune and the shape is affected.
Thank you Borderline and everyone. I will follow your advice and fingers crossed they come around. I have been using a hose but been out with the watering can and it suprised me how much 5L is and how much water they need.
