Depends - you can use it in cooking from the second it is lifted, or are you going to store it?  If the latter then it needs to be completely dry and papery, just like the cloves you would buy in a supermarket, with no signs of green or yellow leaves left.  Garlic freezes well, too (but obviously only for later cooking, not planting.)
A trowel in the hand is worth a thousand lost under a bush.

Green garlic (freshly lifted) is fine to use straightaway but will be less pungent than dried.

I lift when half the leaves are yellowed. (leaving it any longer the outer skin can burst underground which will cause storage problems).

I dry for 2 - 3 weeks by hanging in a dark airy garage.

Sunlight is not generally great for drying most garlic, though some varieties tolerate sun drying and develop better colour in the sun, the general rule is cool, dark, and airy for garlic drying.
