Mini Rose Bush/Tree not flowering?

Planted a lovely Mini rose tree/bush last year and flowered great but this year nothing? Is it correct they only flower once? I don't know what type it was/is?

    It might be just putting down roots, the flowers that where on it last year would of already been in the stems. I hope this makes sense to you.
