Sowing question

Biennials can be planted out in there final position in autumn.. but hardy annuals need overwintering in a cold frame.. why is this? Am I over thinking?

    Some hardy annuals can be sown direct. See https://www.rhs.org.uk/advice/profile?pid=390  for examples, and there should be instructions on the packet. it will also depend on your local climate. If you live somewhere mild, more things will come through the winter outside.
