Ivy Root

When I moved to my current house last year I inherited a garden that was completely overgrown following years of being tenanted.  I have tamed most of it but am facing a huge problem with ivy roots which are enormous and impossible to dig out (measuring several inches across!).  A tree surgeon attempted to remove the stump but it is wrapped around a metal fence post and drain so he couldn't. I can only think of using a chemical remover but I'm not sure it is the right time of year and I do wonder how long it would take to rot down. Any suggestions or advice much appreciated.

    If you can't dig out, then id use chemicals too, but be cautious if it's by a drain as you don't want it leaking into local water.  Dry weather we have now is ideal as chemicals won't get washed away by rain.  It will only start to rot once dead so expect some time.
