Nursery bed or pots?

I have a lot of seedlings of Rosa rugosa - more than 100, I reckon - growing in small pots in my cold frame, ready to plant a rose hedge round the garden when they're big enough.  They really need more root space.  Should I pot them on, or would they do ok in a nursery bed, in an area which is in shade for a lot of the day?  They're currently about 2-3" tall.  I'd plan to set them about 6" apart; would this be sufficient growing space?  
Since 2019 I've lived in east Clare, in the west of Ireland.

    Personally, I would pot them on.......more convenient to plant directly from pots for when you get around to potting them in their permanent position

    Thanks, @Mary370.  I reckon they'll need another year's growing before I can plant them in their permanent positions... though I may be just being pessimistic there.  Also, not sure I can find over 100 pots!  I'll have a think.

    I would have thought that you would be planting them in the Autumn,  they are fast growing tough plants.......
