Climber gone mad!

When we moved to our new house a few years back, this climber was 
around 5m up a tree in the garden as well as choking smaller plants and shrubs. We cut it back but it has returned with a vengeance. It has never flowered that we have seen and will wind around anything, even brambles. It also seems to be able to root almost at will. No idea what it is, or how to get rid of it. Can anyone help out please?
