Yes it is and the white parts are the egg sacs which have just opened and are currently releasing tiny young nymphs (aka 'crawlers') which, unlike those adults, are mobile and will move to new areas before permanently attaching themselves and repeating the cycle. Manual removal is the only sure way but if it's a large tree then it's something you may have to live with.
