I wouldn't. I know they're untidy as they grow, but it's better to have some other planting around to disguise them. Any damaged ones can obviously be removed though.

You can take the off when they've turned completely brown, same as other bulbs. With alliums that's sometimes while they're still in flower. You could trim off individual brown tips if you like but I don't - I grow them amongst other plants so most of the messy leaves are hidden.
