Can these off shoots at the base of what we thought was a dead palm be salvaged. If they can be saved how would you recommend removing them from what was the trunk of the old tree the ?

    Pull or twist off the tuft of leaves, put it in water and it should grow roots, then you can pot it on or plant it out.  I've done it with several of mine.
