  It could be some sort of Hazel there, but not totally sure. Looks like a young tree/shrub too, so may be a water issue. Could be it's not been watered enough during the dry and warm spell. New/young shrubs need a bit of care with watering for the first 3 years.

  Definitely not a Hazel ..Corylus as that has leaves that are alternate.
  
  This is an Acer...with leaves that are opposite.
  A very special one by the look of it.
  It may be Acer  x conspicuum Esk Flamingo .....with the pink variegated leaves, red twigs  and weeping habit.
