Patchy grass with weeds

Any ideas where to start with this very patchy weedy lawn.
It's a new build property although been in 2 years now and my neighbour has told me they didn't put down top soil so the lawn is very poor.
We use the garden alot but are amateur gardners so are looking for a way to get it better - it doesn't need to be perfect.
Not sure if to kill the weeds first or start fixing grass first, literally have no idea.
