I agree it is a Ceanothus shrub, but not sure which one. They do not always take well to being pruned back hard, so the lower gaps may be hard to rectify. Many of the shrubs that have grown with sparse sections lower down have not been pruned back in the early years. The mid and upper sections of the shrub may be encouraged to bush out more if you prune them all back lightly after flowering.
